Abstract
Society is becoming less and less tolerant of individuals who have a history of sex offending behavior, even though they have served their time in prison. Notification and registration laws are common but there is no scientific evidence that they work to protect society. Civil commitment is occurring in inpatient facilities in 15 states. The newest approach is in Texas, where civil commitment is taking place as an outpatient program. There is a strong need to follow these programs closely to monitor their effectiveness and cost, as well as their impact on community safety.
